Overview of Agency
The Federal Court of Australia (the Entity) is a non-Corporate listed entity for the purposes of the Public Governance, Performance and Accountability Act 2013 (PGPA Act) and a statutory agency for the purposes of the Public Service Act 1999. The Entity supports the operations of the Federal Court of Australia (FCA), Family Court of Australia (FCoA), the Federal Circuit Court of Australia (FCC) and the National Native Title Tribunal (NNTT). The FCA, FCoA and FCC are Chapter III Courts under the Australian Constitution and continue to operate as individual judicial jurisdictions.

Position Overview
Reporting to the Director Court Services (Sydney) the position of Manager Court Services has responsibility for the Courts’ registry operations in the stated location.

The role of Manager Court Services:

  • Manages resources to achieve defined service and operational objectives.
  • Liaises with the judiciary of all courts in their location, and ensures that the judiciary is properly supported both in chambers and in court.
  • Ensures court services are responsive to client needs and are provided in a courteous, timely and efficient manner.
  • Works to align local service delivery with national guidelines and identify continuous improvement opportunities.
  • Leads and motivates staff, to maintain the confidence of judges in the administration of the Courts and to motivate others to cooperate in the achievement of the courts’ objectives.

Development and maintenance of key relationships with indigenous and culturally diverse community groups is also important in the role to ensure that the courts’ services recognise the particular needs of these client groups.

Major Activities

  • In accordance with the courts’ strategic and operational plans and national service standards, lead and manage multi-disciplinary teams delivering a range of customer-driven professional and business support services within the location, to ensure client service standards are met.
  • As a leader of the location, assist in the development and implementation of relevant business plans and projects along with the DCS and national service managers.
  • Manage the effective use of resources, developing and maintaining the necessary skills and flexibility to support changes in service demand. 
  • With respect to operational performance matters, maintain effective liaison with all judges, court personnel and others to ensure that court services meet the immediate and long-term needs of both internal and external clients.
  • Ensure consistency in the delivery of customer services (practice and procedures) within the operational areas of the courts.
  • Where appropriate, assist and maintain a wide network of stakeholder relationships to promote feedback on court services and the development of effective, strategic partnerships.
  • Exercise delegated financial authority and make decisions in accordance with relevant policy and procedures.

The person in this role will be responsible for:

  • promoting positive internal and external relationships
  • working effectively with judges and other areas of court operations
  • identifying and implementing improvement opportunities and
  • ensuring the policies and standards of the courts are promoted and maintained.

Reporting Relationships
The Manager Court Services reports to the Director Court Services (NSW/ACT), with responsibility on occasion to the Executive Director Court and Tribunal Operations and national service managers for service performance and improvement.

Reporting to the Manager Court Services are client services staff and a Judicial Services Team Leader responsible for chambers staff.

Competencies & Attributes
The person for this role will have leadership skills and possess exemplary communication, negotiation, interpersonal and relationship building skills. They will have analytical, change management and customer service skills with a focus on achieving exceptional standards in service delivery for court users and the courts.

They will have substantial management knowledge and experience working in a variety of situations. Knowledge and work experience may be supplemented by relevant qualifications.

Personally, they will be an effective communicator and negotiator with the proven ability to lead, support and develop court services staff.

Other Requirements
The ability to be able to travel when required.

Selection Criteria

  1. Demonstrated understanding of client service principles, with proven capacity to develop and implement client service delivery initiatives and an ability to develop and maintain a culture of continuous improvement.
  2. Demonstrated ability to promote, build and maintain effective internal and external working relationships including the ability to effectively liaise and work strategically with members of the judiciary, the legal profession, other service providers and stakeholders, the general public and court staff.
  3. Proven capacity as an effective communicator and negotiator including a high-level of interpersonal and facilitation skills, analytical capacity and project management skills.
  4. Demonstrated successful experience as a leader of people and change including the ability to develop and maintain an effective court services team, act as a change agent, and lead staff in developing and implementing strategies to further achieve real improvements in service delivery.
  5. Demonstrated ability to manage resources including staff, financial and physical resources and to deliver to agreed objectives, report on performance and variations to agreed targets. 

Eligibility
Employment with the Federal Court of Australia is subject to the requirement of the Public Service Act 1999. The following requirements also apply:

  • Australian citizenship – the successful applicant must be an Australian citizenship, unless the Chief Operating Officer waives that requirement.
  • National Police Check – the successful applicant must satisfy a Police Records Check, and may also be required to complete security clearances during the course of their employment.
  • Health clearance – the successful applicant must be fit for duties and will be required to complete a health declaration and may be required to attend a medical assessment to confirm their fitness for duty.
