Overview of Agency
The Federal Court of Australia (the Entity) is a non-Corporate listed entity for the purposes of the Public Governance, Performance and Accountability Act 2013 (PGPA Act) and a statutory agency for the purposes of the Public Service Act 1999. The Entity supports the operations of the Federal Court of Australia (FCA), Family Court of Australia (FCoA), the Federal Circuit Court of Australia (FCC) and the National Native Title Tribunal (NNTT). The FCA, FCoA and FCC are Chapter III Courts under the Australian Constitution and continue to operate as individual judicial jurisdictions.

Position Overview
The Manager, Library & Information Services (WA) works as part of the Federal Court of Australia Library Network to provide a high-level information and research library service to Judges and all other staff of the Federal Court of Australia, Federal Circuit Court of Australia and National Native Title Tribunal. They are responsible for maintaining and enhancing the WA library collections and services within budget; providing library training and induction to Judges, legal and other staff; and contributing to current awareness services produced by the Library Network.

Major Activities
The Manager, Library and Information Services WA, undertakes the following key role responsibilities in accordance with the APS Values and Code of Conduct:
1. Provide high level information and research library services to Judges and all other staff

  • Respond to requests for information from Judges and all other staff
  • Consult on and identify purchasing priorities and library issues
  • Alert Judges and staff to new publications and developments in the library
  • Keep abreast of the latest legal developments of importance to the jurisdiction of the Courts and the NNTT
  • Contribute to the current awareness services produced by the Library Network

2. Maintain and enhance the WA library collection and services within budget

  • Manage the maintenance of the Judges’ chambers, Floor libraries and Registries collections
  • Monitor the financial expenditure of the collections and ensure they are within the annual allocation
  • Select and acquire new publications in accordance with the Collection Development Policy and within budget allocation

3. Provide Library training and induction for Judges and legal and other staff

  • Develop and deliver training sessions for Judges, Associates, Registrars, Members
  • Keep abreast of developments in legal research tools and facilitate training from outside providers/vendors

4. Leadership skills including the ability to foster team and individual performance

  • Maintain a productive and harmonious work team in accordance with sound management principles
  • Lead and motivate staff

5. Contribute to the strategic and business objectives of the organisation

  • Complete important projects and tasks within the agreed time frames
  • Participate in regular national Library team meetings
  • Regularly report to the National Library Manager on the operation of the WA Library
  • Evaluate new technology for potential as a mechanism for improving the delivery of library and information services and better utilisation of resources nationally
  • Maintain regular liaison with relevant professional bodies and associations in the library and information sector e.g. ALIA, ALLA, AGLIN, AIJA Court Librarians.

Competencies & Attributes
The Manager Library & Information Services WA provides a high-level information and research library service to Judges and all other staff.

They must:

  • Have experience in managing library collections and shaping strategic direction and services within budgetary constraints
  • Achieve results, and build organization capability through cultivating productive working relationships both internal and external
  • Have excellent interpersonal skills and communicate with influence, demonstrating professionalism and integrity in dealing with a range of people.

Formal Qualifications
Possession of an appropriate Library qualification recognised for professional membership of the Australian Library & Information Association and extensive library experience within a legal environment.

Special Requirements
Some interstate travel may be required.

Selection Criteria

  1. Thorough knowledge of standard law library practices and procedures
  2. Excellent knowledge of legal research tools and their application to particular types of legal research
  3. Ability to develop, manage and monitor budgets and other financial records
  4. Ability to prepare reports, manuals, guides/training materials and deliver training
  5. Good working knowledge of the Australian publishing and library marketplace including suppliers, distributors/agents and document delivery services
  6. Leadership skills including the ability to foster team and individual performance.

Eligibility
Employment with the Federal Court of Australia is subject to the requirement of the Public Service Act 1999. The following requirements also apply:

  • Australian citizenship – the successful applicant must be an Australian citizen, unless the Chief Operating Officer waives that requirement.
  • National Police Check – the successful applicant must satisfy a Police Records Check, and may also be required to complete security clearances during the course of their employment.
  • Health clearance – the successful applicant must be fit for duties and will be required to complete a health declaration and may be required to attend a medical assessment to confirm their fitness for duty.

Interested candidates who have received a redundancy benefit from an Australian Public Service agency are welcome to apply, but note that they cannot be engaged until their redundancy benefit period has expired, unless the Public Service Commissioner agrees.
